 A o OVERVIEW
 • -:The Comprehensive Drug Abuse Rrevention and Control Act
 of 1970 (hereinafter the _Controlled Substances Act # or _CSA _)
 establishes a system for re,n/latin, and controlling drugs
 according to certain explicit criteria_ _/ The statute delineateD.
 five schedules of controls for drugs, i/ Each schedule carries
 with it certain penalties for unauthorized uses distribution or
 prescription. E/
 The Attorney General of the United States is respon-
 sible for overseeing the scheduling of controlled substances. _/
 According to explicit statutory requirementsw the Attorney
 General may add certain drugs to Congresses scheduling plan,
 transfer drugs between schedules, or remove a drug from
 scheduling altogether. Z/ All scheduling decisions by the
 Attorney General must be by rule mmade on the record after
 opportunity for a hearing pursuant to the rulemaking procedures
