 to give animals enough marijuana to induce death°

 Research Council of the
 National Academy of Sciences.
 In 1982_ the National Research Council's Committee on
 Substance Abuse and Habitual Behavior published its reportf
 entitled An Analysis of Marijuana Policy (1982)o The Committee
 was composed of 18 experts in several relevant disciplines.
 After evaluating the available data regarding marijuana, the
 Committee recommended the immediate decriminalization of
 marijuana and in the long run its regulation and taxation. The
 Committee found no clear evidence that marijuana use leads to any
 long-term health consequences. Id. at 5o In additiong the
 Committee concluded that no causal relationship had been
 established between marijuana use and undesirable behavior. Id.
